The complete guide to landscaping in Laredo

The climate numbers that set the brief, the ground that sets the limits, the water rules that decide the layout, and what the work costs once all three are accounted for.

Almost every landscaping mistake made in this city comes from applying advice written somewhere else. Laredo has a hot semi-arid climate, classified BSh, with average annual precipitation of 19.68 inches, an average July high of 100.3F, 74.2 days a year at or above 100F, and a record high of 115F. Its only water source is the Rio Grande, and the city runs a staged drought contingency plan that restricts landscape irrigation as reservoir conditions decline. Under the ground, a cemented carbonate layer sits within the first three feet on most lots. A design that ignores any one of those three facts fails in its second summer.

Start with the three constraints

Everything in this guide follows from three measurements, and a good site visit takes all three before anything is drawn.

Sun. Where does the afternoon sun land between two and seven? In a city with this many days over 100F, afternoon exposure is the difference between a plant that thrives and the same plant, in the same soil, that scorches. It also determines which part of the yard is worth putting a patio on and where a shade tree does thermal work rather than decorative work.

Ground. How deep can you dig before the shovel stops? The USDA soil survey records the Brennan series, established in the Laredo area in 1906, as a fine sandy loam with depth to secondary calcium carbonate between 10 and 36 inches, and the Webb series, named for this county, as a fine, smectitic, hyperthermic soil with sandy clay beneath the surface. Neither figure tells you about your lot. A dig test in three or four spots does, and the answer changes the plant list, the tree pit price, and whether the excavation line in a quote is realistic.

Water. Which drought stage is in force, and what does it allow? Under Stage 3 as applied in 2024, landscape watering was limited to one day a week, before 8 a.m. and after 8 p.m., with even-numbered addresses assigned Wednesday and odd-numbered addresses assigned Saturday. Drip irrigation and a continuously attended hand-held hose were permitted at any time. Stages tighten and relax with conditions, so the current one is a question for the Laredo Utilities Department, but the shape of the constraint is stable enough to design against.

What the water rules do to a design

The exemption for drip is the single most consequential line in the ordinance for anybody building a yard here. It means a planted bed on drip is not tied to the assigned day, while a lawn on spray heads is. Follow that through and the shape of a well-built Laredo landscape falls out of it: a small, genuinely used lawn area on spray, everything else in planted beds on drip, and hard surface wherever nothing was going to thrive anyway.

Watered only to establish. One valve should never serve two of these zones. That single mistake is behind most overwatered beds and thirsty lawns.
Hydrozoning is the habit of grouping plants by water demand so one irrigation valve is never serving a lawn and a cactus bed on the same run time. On a Laredo lot the practical version is a small sprinkler-irrigated lawn where the household walks, a drip-irrigated planted band around it, and an outer zone that carries rainfall-adapted planting and comes off irrigation once established.

The corollary is hydrozoning, which is the habit of grouping plants by water demand so one valve never serves two different water budgets. The most common irrigation fault in this city is a single zone feeding both a lawn and a shrub bed, which overwaters the bed and underwaters the lawn at the same time and costs money doing it. Splitting that zone is usually the cheapest meaningful improvement available on an existing system.

The order the work has to happen in

On this ground the build sequence is not a preference. It runs: grading and drainage, then irrigation mainlines and sleeving under anything that will be paved, then hardscape, then soil preparation and planting, then mulch. Reversing any two of those means undoing finished work. A trench cut after a patio is poured means saw-cutting concrete. A bed planted before the grade is corrected gets dug up again. Machinery driven across prepared soil undoes the preparation.

Most yards here are built in two or three phases as budget allows, and that is a sensible way to do it. The one thing worth completing in phase one regardless of budget is the underground work, because sleeving under a future driveway costs almost nothing to install and a great deal to add later.

Which work answers which problem

  • The water bill is too high. The answer is turf reduction and drip conversion, in that order. Turf is where the water goes, and shrinking the lawn to the part the household walks on is the change with the largest effect.
  • The yard is unusable in summer. The answer is shade, either planted or built. See shade trees and shade structures. Nothing else moves the needle on comfort the same way.
  • Plants keep dying. Usually one of three causes: species that were never adapted to this climate, establishment watering that stopped too early, or a planting pit that trapped roots on top of a cemented layer. Xeriscape planting addresses the first, a written schedule the second, and a proper pit the third.
  • Water stands after a storm. That is a grading problem, and it is worth fixing before anything is planted. See design and installation, where drainage is the first stage.
  • The yard looks like a builder left it. That is a design problem rather than a plant problem, and it usually resolves into defining an edge, adding structure, and putting the irrigation on a rational zone layout.

Plants: the list is longer than people expect

The reliable palette here is not a compromise. Cenizo, which the Texas Legislature designated the State Native Shrub in 2005 under the name Texas Purple Sage, carries silver foliage year round and flowers after humid spells with no summer irrigation once established. Esperanza, lantana, salvias, damianita and blackfoot daisy give colour from spring to first frost. Sotol, agave and yucca provide architectural form. Anacahuita, Texas ebony, cedar elm and live oak give canopy, with mesquite, huisache and retama available where speed matters more than form.

For grasses, the soil survey is more useful than any catalogue: the USDA lists buffalograss, tanglehead and trichloris as the climax vegetation on the Webb series, which is a direct statement about what this ground grows without help. Sideoats grama, the Texas state grass since 1971, works as an ornamental in beds. Prickly pear, the state plant since 1995, grows wild within sight of most properties in the county.

The February 2021 winter storm is the other input into any plant list here. It pushed hard freezing temperatures much further south than the usual design assumption, killing tropical and subtropical ornamentals across South Texas while established natives largely came back from the base. The reasonable conclusion is to build the permanent structure of a yard from species with a record of surviving cold events on this ground, and to treat tender tropicals as replaceable colour rather than as the backbone. When to do the work

Planting belongs in the cool season, October through March. A plant installed in June spends its establishment window under conditions that stress mature specimens, while one installed in November has several mild months to push roots into surrounding soil before the heat arrives. That root extension is the entire difference between a plant that needs occasional water and one that needs constant water.

Hardscape and irrigation can be built at any time of year, which is useful, because it means a phased project can put the construction in during summer and the planting in during autumn without wasting a season.

How the trade is regulated in Texas

General landscape planting, hardscape and maintenance is not a state-licensed trade in Texas. Landscape irrigation is. The TCEQ issues Landscape Irrigator, Irrigation Technician and Irrigation Inspector licences under Title 30 of the Texas Administrative Code, and the state's design, installation and maintenance standards for landscape irrigation systems sit in Chapter 344 of that title, covering matters including backflow prevention on a potable connection. Established irrigation companies here hold that licence as a matter of course and it can be looked up through the TCEQ.

Permit requirements for landscape work depend on what is being built. Planting generally does not need one. Structures, retaining walls above a certain height, and anything that affects drainage or sits within a setback are treated differently, and the contractor is the right person to confirm the requirement with the city before work starts.

What it costs

Published national installed ranges give brackets to plan against: mulch delivered and spread roughly $175 to $600, sod around $900 to $2,500 per 1,000 square feet, a drip conversion on one zone $400 to $1,500, a shade tree supplied and planted $300 to $3,000 depending mostly on container size, a 300 square foot paver patio $4,500 to $12,000, a full irrigation system on an average lot $3,000 to $8,000, and a whole yard design and build anywhere from $8,000 to $40,000.

The local variable that moves those numbers hardest is the ground. Where the cemented layer sits within the first foot, trenching and tree pits become rock saw and breaker work and the excavation line can double. That is why a dig test before the quote is written matters, and why a quote with a stated allowance and a change-order process is a better document than one with a confident flat number.
