How It Works

Call or send the quote form. The useful details: which parts of the yard get used, what has already been installed, whether the sprinklers still work, and roughly what the budget looks like.
The inquiry goes to a single landscaping company covering this area, and somebody there arranges a time to walk the property with you.
The visit covers sun exposure through the afternoon, depth to the caliche layer in a few spots, where water leaves the lot, and the state of any existing irrigation. The quote follows in writing with the plant list, the zone count, and the phasing if there is any.

It depends almost entirely on how much of the lot gets touched and how much of the price is excavation. Published national installed ranges give useful brackets to plan against: mulch delivered and spread runs roughly $175 to $600, sod around $0.90 to $2.50 a square foot laid, a drip conversion on one zone $400 to $1,500, paving roughly $15 to $40 a square foot, a full irrigation system on an average lot $3,000 to $8,000, and a whole yard design and build anywhere from $8,000 to $40,000. On this ground the swing factor is the cemented caliche layer, because trenching and tree pits get considerably more expensive once a rock saw or a breaker is involved.
Less often than most controllers are set for, and for longer each time. Deep, infrequent watering pushes roots down, while short daily cycles hold them up near the surface, in the layer that dries out first and fails first in a hot spell. The limit is how fast the ground will take it: sandy loam over a cemented carbonate layer absorbs only so quickly, and one long soak on a compacted lawn ends up running off down the driveway. Cycle-and-soak, splitting a zone into two or three shorter runs with a gap between them, delivers the same volume with far less loss.
Caliche is a hardened layer of calcium carbonate that forms in dry-climate soils, and across the Rio Grande Plain it sits close enough to the surface to be the first thing a shovel finds. The USDA soil survey records secondary calcium carbonate through the Brennan series, established in the Laredo area in 1906, across a range wide enough that neighboring properties sit at opposite ends of it. Where that layer falls sets how far roots can go, which sets how large a plant the lot will carry without help, and it changes across a single property, which is why it gets tested in several places before a planting plan is drawn.
The ones that were growing here already, mostly. Cenizo, which the Texas Legislature designated the State Native Shrub in 2005 under the name Texas Purple Sage, is the backbone plant of the region. Alongside it: esperanza, lantana, salvias, damianita and blackfoot daisy for color, sotol, agave and yucca for form, and anacahuita, Texas ebony, mesquite, huisache and retama for canopy. The USDA soil survey lists buffalograss, tanglehead and trichloris as the climax grasses on the Webb soil series, which is about as direct a statement as you can get about what this ground grows without help.
Autumn through early spring. Laredo averages 74.2 days a year at or above 100F and a July daily high near 100.3F, so a plant installed in June spends its establishment window under conditions that stress even a mature specimen. Planting between October and March gives roots several mild months to move out into surrounding soil before the heat arrives, which reduces both the water the plant needs and the losses. Hardscape and irrigation work can be done any time of year.

The Ground and the Water
Laredo has a hot semi-arid climate, classified BSh, and the numbers behind that classification are the whole design brief for a yard here. The city takes 19.68 inches of rain in an average year. The average July high is 100.3F. It sees 74.2 days a year at or above 100F, and the record high stands at 115F. A landscape plan that would work in Austin or San Antonio is not a landscape plan for this city, and the difference is not a matter of degree.
The water supply compounds it. The Rio Grande is the city's only source, there is no groundwater fallback, and rain that light in heat that persistent means anything planted here is living on irrigation rather than on weather. That puts the emphasis on how water is delivered. A spray head throwing water through the air on an open lot in July gives up a serious share of it to evaporation and drift before it reaches root depth; drip meters it onto the soil at the root zone instead. That one distinction quietly determines how a well-built Laredo landscape is laid out.
Then there is the ground. The USDA soil survey records the Brennan series, established in the Laredo area in 1906, as a fine sandy loam carrying secondary calcium carbonate beneath it, and the Webb series, named for this county, as a smectitic clay-textured soil in the hyperthermic temperature regime. In plain terms: sandy on top, heavier underneath, and a cemented layer near enough the surface that a shovel finds it. Around the Gateway City
Laredo counted 255,205 people at the 2020 census, making it the eleventh most populous city in Texas, and it spans two centuries of building. A yard behind a nineteenth-century downtown house and a yard on a lot scraped flat five years ago present completely different problems, and the useful way to read the city is by that difference rather than by neighborhood name.
Listed on the National Register in 1973. Old walled courtyards, mature trees that cannot be replaced, and hard surfaces that predate anybody's drainage plan. Restraint and finding out what applies come before any digging.
Added to the National Register in 2003. Compact lots close to the river with genuinely old planting on some of them, where the first job is usually working out what is worth keeping before anything new goes in.
The north side corridors where much of the modern city was built. Flat scraped lots, thin imported topsoil over undisturbed subgrade, and builder landscapes that were never designed for the water this climate allows.
The east side around the state park. More wind off the open water and the surrounding brush country, which argues for mulch that stays put, proper staking on young trees, and a windbreak line where the lot is exposed.
FM 1472 running northwest out of the city, where lots get larger and the question changes from how to fit everything in to which portion of the property to landscape at all.
The two creek corridors through the city. Ground near a drainage way carries water in the heavy events that deliver much of the annual rainfall, and grading is the first conversation rather than a detail at the end.

Before You Sign
The costliest error people make here is paying for a handsome plan that neither the water nor the ground will support. A design drawn without a dig test assumes a root depth the lot may not have. A design drawn without a look at the irrigation assumes a watering schedule nobody is going to keep up. Both look fine on paper and both fail in the second summer.
The established local companies work the other way round, starting from the constraints and designing inside them, and their quotes are written down rather than delivered verbally in the driveway. Where something is genuinely unknown, such as how deep the caliche runs on the far side of the lot, the normal practice is a stated allowance and a written change order if it turns out otherwise.
