Grass choice in Laredo comes down to how a species behaves through a long hot summer on limited irrigation. Bermudagrass is the workhorse across South Texas: it takes full sun and heat, recovers from traffic, and goes dormant and brown in winter. St. Augustine is the shade-tolerant option and the one most people picture when they say lawn, but it carries a higher water demand and struggles under a restricted watering schedule in an exposed yard. Zoysia sits between them on both counts. Buffalograss is the native option, and the USDA soil survey lists it as part of the climax vegetation on the Webb soil series, which is about as strong an endorsement of local adaptation as a grass can get; it wants full sun, minimal traffic, and very little water once established. The other half of the job here is often turf reduction rather than turf installation. Shrinking a lawn to the part of the yard that gets walked on, and converting the rest to planted beds on drip, is the most common single change made to older Laredo yards, and it is usually the change with the biggest effect on the water bill.
For a sunny, used lawn, Bermudagrass is the default: it handles the heat, recovers from wear, and needs less water than St. Augustine. For a shaded yard, St. Augustine is the practical choice because Bermuda thins badly under trees, but expect a higher water requirement. Zoysia is a middle option with better shade tolerance than Bermuda and better drought performance than St. Augustine, at a higher installed cost. Buffalograss is the low-water native choice for a full-sun, low-traffic area. The right answer depends on which of those constraints your yard actually has.
Warm-season grasses need soil warmth to root, so spring through early summer is the standard window, and early autumn also works. Mid-summer installation is possible but is the hardest case: new sod needs frequent light watering to keep the root zone from drying, and doing that in July under a restricted watering schedule is difficult. Where new sod is being installed, it is worth asking the utility about how establishment watering is treated under the stage in force, since the rules distinguish new plantings from established landscape.
Considerably more than an established lawn, and for a defined period. The general pattern is frequent light watering to keep the top inch or two moist for the first two to three weeks while roots knit into the soil beneath, then a taper toward less frequent, deeper watering as rooting develops, reaching a normal schedule at roughly six weeks. The purpose of the taper is to train roots downward; keeping a lawn on the establishment schedule permanently produces a shallow-rooted lawn that then cannot survive a restriction.
Bermudagrass can be seeded and it is much cheaper. The trade-offs are time and weeds: a seeded lawn takes a full season to look like a lawn, and it needs consistent surface moisture during germination, which is the exact thing a restricted watering schedule makes hard. St. Augustine is not practically seeded and is installed as sod or plugs. Where budget is the constraint and time is not, seeding a Bermuda lawn in late spring is a legitimate approach.
Usually not. Thin turf is more often a symptom than a disease, and the causes worth ruling out first are irrigation coverage gaps, shade that has increased as trees matured, compaction along walking routes, and grub or chinch bug damage. Fixing the cause and repairing the patches costs a fraction of a full replacement. A lawn that is thin everywhere rather than in patches, in an area that has become shaded, is usually a species mismatch and is the case where replacement genuinely makes sense.
The useful test is where the household walks. A lawn that gets used, by children, by a dog, by anybody who sits on it, earns its water. A strip of turf along a side fence that nobody has stepped on in three years does not, and it is the single easiest thing to convert to planted bed or gravel. Most turf reduction projects here keep somewhere between a quarter and a half of the original lawn area and put the rest on drip.

Landscape work here comes in a natural order, because on this ground you cannot reverse the sequence later.
