The watering rules, and what they do to a design
One river, a staged plan, and a single exemption that decides how every well-built yard in this city is laid out.
Most cities treat landscape watering restrictions as an occasional emergency measure. Laredo cannot. The Rio Grande is the city's only water source, with no groundwater fallback and no second surface supply, so conditions upstream translate directly into what a homeowner is permitted to do with a sprinkler. That makes the restriction a design input rather than an inconvenience, and it is the reason a landscape built for this city looks structurally different from one built two hundred miles east.
How a staged plan works
A drought contingency plan is a set of escalating measures a Texas water utility adopts, each triggered by supply conditions. Early stages tend to be voluntary or lightly restrictive. Deeper stages narrow the permitted hours, then the permitted days, and typically add pricing pressure on high-volume users.
Laredo moved to Stage 3 of its plan in 2024, and the terms of that stage are the clearest picture available of what the deep end looks like here: landscape watering limited to one day a week, before 8 a.m. and after 8 p.m., with the day assigned by street number. Even-numbered addresses were assigned Wednesday, odd-numbered addresses Saturday. The restrictions carried enforcement, with warnings first and fines following once the ordinance took effect.
Stages tighten and relax as reservoir conditions change, so the stage in force at any moment is a question for the Laredo Utilities Department rather than something to take from a website. What is stable enough to plan around is the shape of the constraint, and the shape has one very consequential feature.
The exemption that changes everything
Irrigation of lawns, gardens, landscaped areas, trees, shrubs and other plants is permitted at any time where a continuously attended hand-held hose or a drip irrigation system is used. That single clause is the most important sentence in the ordinance for anybody designing a yard.
Read it carefully and the consequence is not subtle. A planted bed on drip is outside the day restriction entirely. A lawn on spray heads is inside it. So the more of a yard that sits in beds on drip, the less of the yard is hostage to whichever stage the city happens to be in. This is not a loophole, it is the ordinance doing exactly what it is designed to do: pushing landscape water toward the delivery method that wastes the least of it.
What that means on the ground
Take a standard Laredo lot with a lawn covering most of it and an irrigation system with four zones, all spray. Under a one-day-a-week stage, the entire landscape gets water on one day. Grass is shallow-rooted and thirsty and will struggle. Shrubs, which would be perfectly content on a deep soak every two or three weeks, get the same schedule as the grass, which is either too little or wildly mistimed for them.
Now take the same lot rebuilt. The lawn shrinks to the area the household walks on, perhaps a quarter of what it was, and stays on spray. Everything else becomes planted beds on drip, running on their own schedule at whatever hour suits them. The lawn gets its full allowance on its assigned day, which is now enough for a smaller area. The beds are never rationed. Nothing about that arrangement is a compromise; it is simply what the rules reward.
Hydrozoning, and the mistake almost every system makes
The other half of the answer is zoning. A hydrozone is a group of plants with similar water demand served by one valve on one schedule. The most common irrigation fault in this city is a single zone feeding both lawn and shrub beds, which means one run time is trying to satisfy two requirements that are not close to each other. The result is a bed that gets overwatered into root problems and a lawn that never quite gets enough, on the same bill.
Splitting that zone is usually the cheapest meaningful improvement available on an existing system, and converting the bed side to drip while the trench is open costs very little extra. Published ranges put a drip conversion on one zone somewhere between $400 and $1,500 depending on bed size and access. Against a summer water bill in this city, that is not a long payback. Programming a controller for a stage that changes
Controllers are where good intentions go to die. Three habits make the difference.
- Use seasonal adjust rather than four separate programs. Most controllers have a percentage dial that scales every run time at once. Set the schedule for peak summer, then dial it down through autumn and winter. It is a thirty-second job that saves a great deal of water and does not require reprogramming anything.
- Keep the spray program and the drip program genuinely separate. If they share a program, a stage change forces you to choose between rationing the beds and breaking the rule.
- Fit a rain or soil moisture sensor. Laredo averages 19.68 inches of rain a year and takes a meaningful share of it in a handful of storms. A controller running its usual cycle the morning after two inches of rain is pure waste, and a sensor interrupts that automatically.
Any work on the system itself is regulated. The TCEQ issues Landscape Irrigator, Irrigation Technician and Irrigation Inspector licences under Title 30 of the Texas Administrative Code, and the state's landscape irrigation standards, including backflow prevention on a potable connection, sit in Chapter 344 of that title.
New plantings during a restriction
Drought rules generally treat new plantings differently from established landscape, and in any case drip and hand watering remain available. The practical approach when installing during a restriction is to put everything new on drip from day one, which sidesteps the day restriction, and to check the current provisions with the utility before the plants arrive rather than afterwards.
Establishment watering is not optional and it is not brief. Shrubs and perennials need it through their first two summers; trees need two to three growing seasons of regular deep watering. The plants on the reliable list for this region are genuinely capable of living on rainfall, but only after their roots have left the original root ball, and the most common reason a drought-tolerant planting fails is that somebody turned the water off in month three.
Watering deep and infrequently
One more principle, and it survives every stage change. Deep, infrequent watering produces deep roots. Shallow, daily watering produces a plant whose roots sit in the top two inches of soil, which is exactly the layer that dries out fastest and the layer that will fail first the moment a restriction bites.
That means a longer run time less often, cycled if the water starts running off before it soaks in. On a well-drained sandy loam, run-off is less of a problem than it is on clay, but a compacted lawn on a scraped lot can shed water surprisingly quickly, and a cycle-and-soak schedule fixes that without any hardware.
The summary
- The stage in force is a question for the utility, not an assumption.
- Drip and a continuously attended hand-held hose are outside the day restriction. Design around that.
- Keep spray zones to lawn people use. Put everything else in beds on drip.
- Never let one valve serve two water budgets.
- Water deep and infrequently, and use seasonal adjust rather than rebuilding programs.
- New plantings need two full summers of establishment water, whatever the stage.
